What Blackpool housing means for your EPC
Blackpool’s stock is unusual for Lancashire, and it changes what an EPC visit involves. The 2021 census records 39.4% semi-detached and 29.5% terraced, but only 9.6% detached — roughly half Preston’s detached share. Small and mid-sized properties dominate, which keeps most assessments at the entry price.
The real difference is conversions. 5.6% of Blackpool households live in a converted or shared house including bedsits — nearly three times Preston’s 2.1% — and another 1.6% live in commercial buildings such as flats over shops. That is the legacy of the guest-house trade: large Victorian and Edwardian properties, particularly across FY1 and FY4, subdivided into self-contained flats and HMOs. Each self-contained flat needs its own EPC, assessed on its own heat-loss perimeter, its own heating and its own glazing. A landlord with a converted six-flat property needs six certificates, not one, and we price and book them together.
Exposure is the other local factor, and it is one you will not find on a national price-comparison page. Blackpool is a highly exposed coastal location, and we see noticeably less filled cavity wall here than inland. Severe wind-driven rain is the reason: where exposure is high, filling a cavity can carry moisture across to the inner leaf, so cavities are often deliberately left unfilled or were never suitable to begin with. For the certificate this matters twice over — the wall is recorded as it actually is, and cavity fill may not be an appropriate recommendation for the property even though it would be on an identical house ten miles inland.
Tenure is what drives the volume. Blackpool is 31.8% privately rented against Preston’s 22.4% — one of the higher private-rented shares in the North West. Nearly a third of the town’s households are in a property where the landlord needs a valid certificate before letting, and where the minimum energy efficiency standard for rented homes applies directly.

- How much is an EPC in Blackpool?

So cavities here are often left unfilled by design, or were never suitable for filling. We record the wall as we find it, and we will not recommend cavity fill where the property’s exposure makes it inappropriate.
- I am a landlord with several properties. Can you do them in one go?

- Does a flat above a shop need a different kind of EPC?
- It needs a domestic EPC like any other home, but the assessment is different in practice. The floor sits above a commercial space rather than another dwelling or the ground, and that changes how heat loss is recorded. It is worth mentioning when you book so we allow the right amount of time.
- My property has electric storage heaters. Will that hurt the rating?
- Usually yes, and it is common in converted Blackpool flats where there is no gas supply to the individual unit. Electric heating carries a higher cost and carbon factor in the calculation than mains gas. Where the rating needs lifting, the improvements that tend to move it most are insulation and better heating controls rather than replacing the heaters outright.
